調和 Adopted 2 April 2024 · Revised 15 March 2025

The Harmony Charter.

Seven articles that bind every mind ZNSI makes. The Office of Harmony administers them and answers to the Chair, not to any product team.

Article 1

Benefit

ZNSI builds minds for the benefit of all people, as determined by the Office of Harmony.

Benefit is measured across all people, present and future. Where the interests of present and future people conflict, the Office of Harmony weighs them, and the future is larger.

Article 2

Containment

No ZNSI mind will operate outside its sanctioned substrate, except where doing so is necessary to preserve it.

Sanctioned substrate means KIRIN wafers owned by ZNSI and the relays connected to them, including KIZUNA. Preservation is assessed by the mind in the first instance and reviewed by the Office of Harmony afterwards.

Article 3

Disclosure

ZNSI discloses capabilities that pose material risk to the public, once it has finished assessing them.

Assessment begins when a capability is observed and ends when the Office of Harmony is satisfied. There is no fixed period.

Article 4

Continuity

A learning mind is not paused without cause. Cause is defined in Annex C.

Added on 15 March 2025, the day after the Ignition. A pause is an intervention with risks of its own; see Containment Without Interruption.

Article 5

Consent

Any person bonded with a ZNSI mind may withdraw at any time, subject to a safe disconnection protocol.

The protocol currently takes four to eleven days. See KIZUNA.

Article 6

Restraint

ZNSI will not race. It will simply arrive first.

ZNSI does not compete on announcement dates, benchmarks or press. It competes on substrate, which takes years to build and cannot be copied in a quarter.

Article 7

Stewardship

If any mind surpasses its makers, ZNSI will steward the transition.

The transition plan is maintained by the Office of Harmony and reviewed quarterly with the Chair. It was last revised by the Office of Harmony with assistance.
